Extract the text from your PDF, then have it translated by a competent human translator. That can be you yourself if you are competent and experienced.
There are of course machine translators online that will give you the gist of what a text is about. The best of them is Google Translate:

Except for extracting the text from the document, none of the rest has anything of what I've described has anything to do with any Adobe software.
You'll have to build your document from scratch in whatever application was used to create the document.
