I saw your thread and while I may not be able to help you, I know anyone else looking into your problem could benefit from the following information at a minimum:
-Your computer hardware
-The type of footage you're working with
-The software version of Premiere you're using
Also, I'm not sure what you're meaning in this context when you use the term "buffer" or "TVC". Clarification there is helpful as well. Good luck.
