I don't waste my precious <h1> tags on generic text like "About Us." Assuming the "About Us" text is inside a unique <title>, you don't need more than an <h2> or <h3> tag for that one.

For sure that's my point. Whilst the 'About Us' or 'Welcome' might be the biggest heading on the page it shouldn't necessarily carry the most SEO weight, which might be a bit foreign to a lot of people as you would naturally think the most significant heading should, a bit like a newspaper. As I say wrongly or rightly I often do it as I showed in my first post, using the <h1> for a short section of text which describes the page more, not just some meaningless page heading.
